SHIBA (Senior Health Insurance Benefits Assistance) is a statewide network of certified counselors volunteering in their community to help all Oregonians make educated Medicare decisions.  SHIBA Counselors provide free counseling & assistance by telephone and face-to-face sessions, and public education presentations.
